I think this is a good idea. An extension of this could be an online/phone 
help centre, where people can call and get some minor problems solved. Its 
like a basic step of providing service to everyone who's using linux under 
the LII. In fact, support could even be outsourced to some company to 
handle.

Not just engineering colleges, but also schools, and management/business 
schools. These are the people who would make more decisions about what OS 
they want to work on, than engg students, who more or less do use 
Unix/Linux based systems.

Mebbe the government can support the LAP initiative of ILUG-Delhi and the 
Linux in Schools project of Goa.
