Most OS X kernel panics during boot that I've seen... are caused by moving OS X system files while booted to OS 9. Specifically moving the System and Library folders will cause panics like this, whereas moving the Mach files tend to cause a 'broken folder' on boot, but sometimes you'll get a panic too. Try booting back to OS 9 (like you already have) and making sure that System and Library are at the top level of the hard drive (be careful; there are two Library's.
