With a new OS, but persistent cd drive problems, I think you have a bad cd drive. My cdrom drive on my mac clone began acting weird, not booting certain cds, some only after 2 or 3 tries and long hang times; gradually got worse. I replaced it with a used one and no problems now. If you put in a different one, even if it's the same brand, trash the preferences for the driver.
Also, suggest you try installing the OS 8.5 disc to your old powerbook which you said has 8.1- I was able to install 9.1 to our iMac and mac clone with an iBook cd with no difficulty, though some say this won't work. 8.5 and especially 8.6 have a reputation as much more stable than 8.1, which is widely viewed as unstable. You might need more ram if you put 9.1 on it.
