Elizabeth, Does this happen when you are already connected to the ISP and then try to get mail or launch the browser? Or does it happen ONLY when you are initially offline and then activate the dialer by clicking on "Check Mail" or by launching the browser?
If it is the latter, then (depending on what version of Apple Remote Access you are running) the problem could be the ARA 3 bug, in which ARA tells your browser or e-mail client that you are connected before you really are. To work around this in Eudora, you have to access x-setting 13102 and set a delay time. I use 3 seconds. Or you could access the Esoteric Settings and set the program to ignore OT/PPP which means that a Check Mail command would no longer launch the dialer.
