I've had Earthlink for a few months and it's been perfectly dependable.
I've had no service interruptions and customer service is friendly and
efficient. They do seem a little high-priced (US$21.95/month) for a basic
ISP.

Earthlink has broadband in many locations, but not mine, so I'll be leaving
them in a month for a DSL provider.
