If you want to mess with type/creator codes under OS 7-9, Filetyper, at
http://www.ugcs.caltech.edu/~dazuma/filetyper/ is very good and has a lot
of docs to explain the process.

But, I don't think this will help your problem. Changing these changes what
applications can see or be "allowed" to try to open the file -- but you
said IE and Netscape already tried to do that. It sounds very much to me as
though these "html" files are either badly messed up or not html at all.
Which is why I've suggested several times now that you use BBedit to open
them and look at what's in the file -- if you see HTML codes -- things like
<html>, <title>, etc, and more or less readable text, it's html of some
kind. (If it's a binary file you can usually see some kind of "signature"
in the beginning of the file with the application's name. For instance if
it's a JPEG image you would see something like "JFIF" and "Photoshop".)

It may well be something completely different, such as a Word file, and the
person who made it imagined that simply by renaming it as html it would
magically become so (I've seen this happen many times) -- but unfortunately
this fools the Mac into trying to interpret it as html, which of course
fails. If you have Word, it should be able to try to open the file (there
is an "open any file" option on the file menu). That's probably the
simplest thing to try.
