I work in Tech support for a major isp in Australia.
Not being able to access secure sites is a setting with your browser so
don't reload your OS.
Things to check;
Make sure you don't have any firewall software activated-Secure sites need
to deposit a cookie on your pc and if your firewall blocks this it wont
allow you to go there.
Make sure you have cookies enabled.
Ensure you security settings within your browser are set to default or
medium.
Check your CIPHER STRENGTH through you browser help menu. this must be 128
BIT-This is mainly related to windows machines.
