Does it continue to happen after a restart?  If it opens ok after a restart,
then your memory has become fragmented.  It happens when you open and then
quit, then open and quit, repeatedly with other programs.  I ran into this
constantly under OS 9.  I found it was usually best to just leave them all
open until I was done with the Mac, then shut down.

Otherwise, try reinstalling.  By the way, is IE 5.2 meant for OS 9?  I
thought that was an OS X-only version.
