No, it's around everywhere, it's just sometimes called "Premium 
Service" or "Expedited Service" rather than "Bribe-Based Queue 
Jumping." :)

Microsoft uses it extensively as an incentive to pay for higher 
levels/quality of service than you would otherwise get.
