Yes, that's probably the culprit. While OS X disks are "generic," meaning they work on any model Mac, the OS 9 component is model-specific. You need to either install from a set of iMac system CDs, or you need to purchase a "generic/retail" set of CDs.
I installed 9 and X on my Snow G3 from an iBook disc set and 9 worked fine.
Option key trick only works if 9 and X reside on different partitions or disks.
