I *think* you could use your current system, but specify under "System Preferences" > "Language" to use Japanese. The dialog box reads "Drag languages into your preferred order for use in application menus and dialogs." Then you need to go to the Input Menu and specify Japanese.
This procedure works well for Chinese, anyway, but there may be special aspects to the Japanese market OS X that I'm not aware of.
If you do go with X 10.1, install all the updates. Probably better to go with OS X 10.2.6 if you can.
