Problem now is, I don't know how to use it to get the results I'm after: which is to have Safari fool the pages that aren't behaving properly into doing the right thing by me. Tonight I had to open Netscape again to perform one function on compuserve, whereas everytime I try that URL on Safari, it downloads a little file and does nothing (else). The little file don't do nothin neither.

Not necessarily your fault, those instructions might apply only to a specific version of Safari (ie it could have changed recently). Or it might be that the correct command is "defaults write com.apple.Safari.plist IncludeDebugMenu 1" (I suspect that's the problem).
I just use OnyX, a free OS X system utility that, among other things, offers the option of turning that menu on in Safari without me having to use the terminal.
