I haven't actually taken the top section of the iMac apart yet to verify this info, but since this is an Apple PDF, I rather assume it is correct.

Which would be the bad unit in this instance? I'm guessing the analog/video board since the CRT doesn't seem to charge, but everything else seems to get power. And frankly a bad analog board would fit with Apple history :-)

Any ideas what may be dead on the board? I know the Mac Plus was notorious for blowing its analog board, but in almost all cases it was one of a few simple fixes (simple for people willing to do component level repairs, which is why Apple just told the repair shops to swap the whole board). I'm not up for buying a whole new analog board, replacing a dead capacitor is more the level of expense I'm looking to get in to.

Would a dead analog/video board keep the rest of the iMac from booting? Since it doesn't seem to complete the power up cycle I'm thinking that replacing the power supply with a hacked ATX supply won't help. This of course leads me back to wondering if the fault is somewhere on the logic board (I guess I'll have to check each power line on the power supply to see if anything is out of spec).
