Speed is comparable, however, some of that is the application. AppleWorks for use with 10.3 (6.2.9 I believe) is every bit as fast or faster than any version for OS9. If you only run the OS9 version under classic you'll think it is slow.
Just as Charles advises. Max out the RAM. There's no such thing as too much RAM for OSX, a speedy hard drive and have at it. If you aren't happy, you can always erase and re-install 9.
Be sure to check the firmware version you are running and upgrade if required before you go to Panther.
