Yep, that's odd.
The window only extends 2/3 down. the monitor surface. There is space enough for the window to show all 5 lines.
In the upper left area of the window where the coloured buttons are -- is the green zoom button showing? (Or is it greyed out?)

The green zoom button is grayed out but the other two are operative. Checked the other windows in System Pref's and they are all the same, zoom button grayed out! Windows in other applications are complete and all the buttons work.
