I haven't seen any list such as you mention, but my experience has revealed two programs that will not run in Classic on my eMac [1 GHz, 60 GB, Combo Drive, purchased Sept. 2003]. They are Iomega Tools 5.0.3 and Retrospect Express 4.3. If I try to run either of these programs, Classic loads and seems to be going normally, but then a window appears saying "That application or control panel is not supported by Classic", and that's as far as I can go! Fortunately, my eMac can be booted up in OS 9, so I can run these programs (though it requires a shutdown and a restart in OS 9). The most recent versions of the eMac no longer have this capability -- if yours won't start up in OS 9, I think that for running such programs you have no alternative but to buy updated versions.
