I forgot to mention that this is a school district computer and the district legitimately owns all the software used so far!

It's looking for a network boot drive. You can change this by selecting a new "startup disk" for it once you get that far.

Yes.

1. Obtain legitimate Mac system software -- 9.x or 10.x doesn't matter.
2. Completely erase the hard drive.
3. Install a new system on it.
