10.3 has a lot of little improvements from 10.2. If you're going to OS 
X go for 10.3.5

Six to one, half a  dozen of the other.  There is no technical 
requirement to partition, but you may certainly do so if you wish.
Can you actually boot from 9 if they are on the same partition?
Yes, provided it is a full version of 9.
