You have a background process going on that is cancelling 
shutdown/restart et al.

Open Process Viewer and see if an obvious candidate pops out. If not, 
check your "login items" under Accounts. The culprit may be there.

Sounds like a Haxie to me ...
I also am unable to go to the force quit window. When i press option 
command escape, the computer beeps at me and does nothing!!
