You're also exactly describing a symptom of the dreaded firmware problem which can be fixed with just software and patience. There are numerous reports of many techs misdiagnosing this problem just as you described.
Of course, even the firmware fix is still a royal PIA and, as you pointed out, working, used iMacs are cheap and plentiful these days.
