Yes, Hotmail is owned by MS. It's been hacked repeatedly and is notorious for being unreliable. Only worth recommending to people you hate.
I prefer gmail, yahoo!mail, or HotPOP. (The latter is not web-based tho; you have to use a standard POP3 type mail client, like Apple Mail, or Eudora.)
