Connectivity to Internet backbone -- T1 or ISDN alone are only phone lines.
A routable IP address with DNS service would also be good.
A registered Domain name is also needed.
As far as ISDN vs T1 that depends on number of mail boxes, activity, and
needed connection bandwidth for other purposes.
