Actually, that's not true.  T files indicate a receipt in progress.  Until
it becomes a Q file, the acknowledgement back to the sending server has not
been sent, meaning the sending server will retry.

There is a parameter in the
HKLM\System\CurrentControlSet\services\smtpd32\parameters key that may help.

RECVTimeout is in tenths of a second.  Default is 120, or 12 seconds.

Also, under the HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters key
are

MaxUserPort

We have it set to 65534, which is the maximum. I think others have suggested
25000, which is still much larger than the default of 4096 or 5000,
whichever it is.

TCPTimedWaitDelay

Ours is set to 30.  I think the default was 240 seconds.
