The user limit is the limit of how many users in ANY ONE domain can have, not cumulative?
A user is a user. There are no limits on the number of domains, the limit is on the number of users. Each user account (regardless of what domain it is associated with) constitutes one user. So if you add up all the users across all of your domains, you will have the total number of users required.
