[IMail Forum] Web Messaging Monitor Does Nothing

I have set up the web messaging monitor on the service IWEBMSG (the default)
and when I stop the service, IMonitor continues to report it as up (even
thought I can't get to my mail pages).  I have checked other services (like
LDAP) and the monitor seems to be working.

Any ideas of how to fix this or better test the monitor.
