Don't know what version you're using but ours is set in the imail/web/config_mailboxsizelimitKB.cgi file.  We put a "0" in there and no more problems.

If you really want those few users to be unlimited, you need to set the
virtual host default mailbox size to 0 also.  It will read the 600000 for
the users set that way, then the others will be unlimited.

We have seen this same thing.  You must increase the virtual host setting to
be the biggest you want anyone set to.  In my opinion
it should use the individual settings, but it doesn't.
