Did you compare their local group memberships on the local computers with a
user's PC that does not have problem?
--Yes, their group memberships while being different from each other, were
not different from other users in my org

Did you push install Office or installed it individually on each PC?
--Push Install

Have you tried putting these two users in the local group called "Power
Users" for the sake of testing?
--Oh yes, that is how I got them to work - no one else is in the power user
group.  I used sysinternals Regmon to watch where the users were denied
from.  I tried setting individual registry permissions, but it was easier to
allow local admin. 

If they go to another PC and log in, do they have the same problem with
Outlook?
--Not tried that, wouldn't want two pst files for the same peep (imail not
exchange so mail held locally)

(By the way, my firm is also using Eudora currently, but the management is
really pushing the issue of switching to Outlook.
Once we upgraded our Office from version 97 to 2007, I don't think we can
postpone the switching.
We're an architect firm where users send zillion messages with large file
attachments, including CC to all persons who count, so Outlook is not an
ideal email solution for us from the angle of attachments. 
Since (4 years ago) we switched from Netscape email to Eudora, we haven't
had any email crash or corruption on the local PCs.)

--I love Eudora, but it wont do Japanese and Korean, and I have the
management pushing for Exchange.
