Upgrading to a current browser is nowhere near as much work as switching
providers.
This is an education issue. If you explain why they need it and make it as
easy as clicking a link the vast majority will comply. If they won't,
chances are they're probably the one's costing you most of your help desk
calls for RTFM questions and you're probably better off letting them tie-up
someone else's help desk.
