Possible work around found!!!  Eric at IPSWITCH support found that by
setting by setting, in Outlook, "Logon using Secure Password Authentication"
in the settings for "Outgoing Mail Server Authentication" the problem went
away.

For some reason once he alone logged on in that method, all other users were
then able to logon without making changes to their client's.  Spooky, but it
works.  Maybe it reset or triggered something in the server logon.
