I've just reopened a support call on this, however I do know what I mean,
SMTPd32.exe does not stop on my system when I restart the Imail SMTP
service. Windows thinks that the service has stopped so when I start the
service again it starts a second smtpd32.exe process.
I'm not being funny, but assuming the customer does not know what he is
talking about or seeing is not a great way of getting to the root of the
problem . I am aware of the distinction between smtp32.exe and smtpd32.exe.
smtpd32.exe can not being killed using the stop service mechanism when my
server has more than 133 IP addresses bound.
I have just tried this out on our live 6.03 installation which also exhibits
the problem so it has just got that bit more important that we solve it as
rebooting servers in remote wan centres just because the SMTP service is
down is something that we loath doing and very risky.

First, I think you mean SMTP32 processes, not SMTPd32 (that is the service
and there is/should be, only one of them running). Even if SMTPd32 is
stopped and restarted, the SMTP32 processes will be unaffected, as they are
independant.
As for your suggestion about the binding upon restart, that too (I'm
afraid!) is not correct. I cannot tell you how many times I have seen SMTP32
processes running and have stop/started the SMTPD32 service, without
trouble. And if we are talking about a restart of the computer, then all
processes are terminated by the OS at shutdown, so there are no SMTP32
processes running at the time the SMTPD32 is started, after the restart.
BTW, I have found that it is not necessary to stop SMTPD32, to 'kill' SMTP32
processes. As a matter of fact, if you do stop SMTPD32, then 'kill' SMTP32
processes, I found that I had to restart the computer to get it all working
again.
If SMTPD32 cannot bind to port 25, that would normally imply some other
process or service has claimed it. Usually this means another SMTP process,
program or service. I think this could also mean that the OS or hardware
(NIC?) problems, could also be affecting the situation.
I'd check the Event Log after a bad startup attempt, to see if there are any
errors or warnings from that time. This might offer some clues about what
might be grabbing the port or not making it available.
