Have you tried "send all" button?

Imail "should" have tried to send each one at least once to detect
trouble with pagenet before placing the mail into the queue.

ok, this is your pb area. Imail "should" start to send as soon as
the SMTPD session is closed above, or even better, as soon as a
single msg is queued to disk.
If you are on Imail6, I suggest you grab all the latest
patches. There have been some changes in the area of queue processing.
