If this is a Virtual without an IP address, IMail may be using the settings
for the Primary domain (on the IP) for 'Max Message'. What is it set for, on
the Primary Domain?

Normally when a mailbox size is exceeded, the sender will get a 'bounce'
message and IMail does not accept it (depends on SMTP Security settings).
Same with 'Single Max Message Size'.

You have such a strange set of symptoms, that I wonder if the problem is
more basic (your configuration of IMail, the computers TCPIP and such)? That
you see messages undelivered, to supposedly local users, is not a good sign
(but one good thing, I've only seen this when the program files got
corrupted and a re-install has always worked!).

Yep, the '19 tries' was duplicated (your first send was over a week ago,
I've deleted my copies and others answers, maybe they will resend direct to
you?).
Here is a general answer: Files may stay in the Queue up to the 'Number of
tries before returning to sender' as found in your SMTP settings (default is
20 tries). They can stay in the Queue, when the remote is not responding or
disconnecting prematurely, or if IMail is not getting correct DNS (MX
records and IP addresses) data. You would need to check the log files to get
more information about this problem and relay it here.

Maybe you should put together a list of all the problems you are seeing so
we can treat the real source, not a symptom at a time. Sometimes a 'group'
of problems is indicative of a single solution or mis-configuration.
