In former GTE land, I can have "privacy block" or something like that. If a
caller has caller ID info turned off or unavailable, they get a recording
telling them to disable that feature in order to call me.

Actually, all the phone company did was enable you to do the filtering.
Bell South does no filtering of any kind. They simply give you some tools in
which you can individually implement filtering that effects no one but
yourself.
