You'll see that the delay isn't just between the DATA and the period; it's 
taking about 4 minutes to get to the point of entering the data.  It sounds 
like they are on a very slow link, or have some other type of problem with 
their mail server.  If it takes 4 minutes before you can start sending the 
E-mail (compared to about 5 seconds or so for a typical connection), it's 
not surprising that it is taking 25 minutes to send the body of the 
E-mail.  Something is likely very wrong over there.

If it is happening with other domains as well, I'd suspect a problem on 
your end.  But if it doesn't happen with mail going to other locations, 
it's almost certainly a problem on their end.
