This has been consistent over the last four days.
 
Pinging resulted in 50% lost packets.
 
Tracert had 10 hops, some of over 200 ms.
 
A message sent by telnet went reasonably promptly, though.  And their messages to us have no visible problem.

<G>  Gotta love that.  Have you checked your logs to see if this was a
one-shot deal, or if it has been happening every time you try to send mail
there?

  I just connected to their mail server, and it was responding
quickly.  That would make me think that either they *were* having a problem
that is now fixed, or it is something unique to the connection between your
server and theirs.

If it is unique to the connection between you and them, there are two
possibilities that come to mind.  The first is that they are "tarpitting"
you for some reason.  But, tarpitting usually involves slowing everything
down for much longer periods of times, so that an E-mail could take a day
or more to send.  But, if they are running SMTP software that tarpits, they
should know that and be aware that that is a possibility.

The other possibility that comes to mind is that there is just poor routing
between your server and theirs.  You can try doing a ping or tracert to
their server.  Then, try telneting to their port 25 and manually try
sending an E-mail ("telnet their_domain.com 25", then send "HELO
my_domain.com", "MAIL FROM: <>", "RCPT TO: <[EMAIL PROTECTED]>"; if
you haven't noticed slow responses by then, it would appear that all is
well).  You could also try telneting to other ports; if the SMTP port is
slow but other ports respond quickly, then it would probably be an SMTP
problem on their end.
