The biggest time issue is the cost of trying to role the whole thing yourself.
This is the same hook Declude uses.  Using a batch file instead of an .exe
probably wouldn't be that noticeable if a simple batch file would do it, but
it won't.  You would probably end up calling multiple helper utilities to get
the job done.

All you are passed using this method is the queue file.  You would need to
handle the locking, decode it, extract the attachments, call the scanner,
handle any exceptions, create notifications, test it thoroughly, etc.

I was about to do this when Declude came along, it's not "rocket science" but
proper testing and implementation would take more than the 4 or 5 hours
necessary to justify the cost of Declude, unless you really do have free time
to burn.
