This is wrong technically because POP3 is not SMTP and unless port 110 is
block by your roving ISP or by his firewall (not likely), you should be able
to COLLECT mail just fine.

Unless he is blocking SMTP at his firewall except for his dialup/LAN
addresses only, you will be able to send mail using SMTP Auth since SMTP
Auth cannot be turned off in Imail. You can turn off SMTP Advertisements.
