That's $1,500 per year, for companies with over 100 mailboxes.  For 1,000 
users, that's less than 13 cents per month per user, which pays for itself 
for a business.  Note that it isn't "per ip per test" -- that's the maximum 
price, for all 3 of the MAPS tests; I believe you can have as many of your 
own users connect to it as you want.

It's $200/year or less for 100 mailboxes or less, with discounts for 
non-profits and educational usage.

Believe it or not, MAPS is a non-profit company.  I guess you end up paying 
for them to defend all the lawsuits they like to get.  :)

Of course, I agree that $1,500 per year for spam control is a huge price to 
pay for companies.  Most people can get by with the 50+ free DNS-based spam 
tests.
