Perhaps I have misunderstood your comment, but it my world, Class A, B and C address 
ranges (fixed blocks of IP ranges) have not fallen by the wayside.

Just a quick visit to:

http://www.rfc-editor.org/rfcxx00.html#STDbySTD

shows standards that are currently �the standards� and are based on A, B and C address 
schemes.

The short answer is don't.

With the advent of CIDR (http://www.rfc-editor.org/rfc/rfc1519.txt) the
concept of fixed blocks of IP ranges determined by the prefix has fallen
by the wayside.
