Using classful routing would dictate blocking 61/8 which would be
overkill since APNIC will allocate down to a /22 out of that address
range (http://www.apnic.net/db/min-alloc.html).

Then again, given the amount of spam coming from APNICs allocations
perhaps he does want to do that :-)
