How  have  you changed it? Simply upping MaxQueProcs won't work unless
your  server's memory can handle the higher number and unless you have
Declude Queue already in place.

It is likely to solve many problems, yes.

You  may  want  to  start  by being a responsible citizen and allowing
bounce  messages  go  out. You appear to have 'Refuse <> Null Senders'
checked, which is improper for a public mailserver. Who knows how many
of them are getting backed up...?
