We have seen Imail SMTP processes become zombies and fill up memory doing nothing when they pick "bad format" messages from the queue. The SMTP processes die, but the messages lives to zombie another day. Your symptoms sound similar. To fix it quickly, move the queued message files from spool dir to spool/save (move, not copy, ie, copy the delete the source files). then re-boot to clear memory. Mail should move fast again with a "normal" birth/death of SMTP sending processes. The you will have to move the spool/save files back in groups to spool, to see which group contains the killer msg (s). tedious work.
