Just found this problem with web interface and List Administration.  Can't
say how long it's been happening...Happened on 7.05HF2 and waited to say
anything until I tried 7.07 today.  Still a problem with 7.07 *AND* the new
templates...

If I make jdoe a "List Administrator" and he tries to edit/save header.txt
or trailer.txt for any list, he gets the following error upon saving:

post error
unknown post action
Unathorized Access

But if I ALSO make him a "System Administrator", he has no problem saving
the header or trailer text.  He can save help.txt and subscrib.txt with no
problem.

In fact, I went so far as to take the URL that editing header.txt goes to:

http://imail.domain.com:8383/Xxxxxxxxxxxxxxxxxxxxxxx9/listfile.12345.cgi?pag
e=testlist&mbx=Main&Domain=domain.com&button=Header.txt

And replace just the last part "header.txt" with "help.txt" and it works
just fine.  Just has problems with the files header.txt and trailer.txt.

Tried deleting the files manually and having jdoe recreate them with the
list admin web page.  Still won't let him save header.txt and trailer.txt.

Any ideas why this is happening?
