What is 'one of those overseas hosting companies'  - you mean the 
bullet proof spam hosters?  Why would you host your site overseas 
unless you wanted to engage in illegal (to usa/canada) activity?

I am honestly curious, I have never heard of anyone doing this, 
hosting is so cheap in the USA/Canada I just don't see the need.
