Samantha,

"Relay for Local Users"  is not a closed relay option.  The only true
options to make your box a closed relay is "Relay for Addresses" and
add the addresses permitted, or "No Relay".

Keep in mind that both of these options offer SMTP Auth to allow
users to send.

The other option you have is a third party solution like IMGate that
allows you to do POP-before-SMTP creating a "dynamic" relay
authorization table based on IP address.
