That's because with MIME, you may have:
name="blah.ext"
or
name=blah.ext
or other combinations, such as "filename=". The quotes may be necessary
depending on how you write the rule. I don't do much with filters; if we
need to block file extensions, we just use the Declude Virus option to
automatically block them all.
