I'm pretty sure that the listserver does NOT use that registry entry.  That 
registry entry should limit the number of recipients for an incoming SMTP 
transaction, but the listserver doesn't handle incoming SMTP transactions 
(except the one-at-a-time incoming E-mail for the lists).

The lists DO have a separate value which is similar, the "number of 
recipients per message", that determines how many E-mail addresses will be 
listed in each spool file.  However, that's used primarily to make sure 
that system loading isn't too high.
