bummer, I was hoping that I could limit folks on my server from sending out 200+ emails w/o using the list...

That registry entry should limit the number of recipients for an incoming SMTP transaction, but the listserver doesn't handle incoming SMTP transactions (except the one-at-a-time incoming E-mail for the lists). The lists DO have a separate value which is similar, the "number of recipients per message", that determines how many E-mail addresses will be listed in each spool file.
