I think you aren't missing anything -- I think Ipswitch is.  According to 
their instructions, you need to have the "unknown user"'s address as the 
Reply-To: (or From:) header.  However, a typical bounce message will only 
have the recipient's E-mail address in the body of the E-mail.

I think Ipswitch needs to re-word that whole section ("removing unknown 
hosts", "Confirmations of the addition of the newly-subscribed user"), and 
either figure out how to use it or take out that section from the manual.
