One big disadvantage of MS is that you cannot limit recursion to an IP address.
Bind of course does all that you want. There is also a product by jhsoft call Simple DNS - http://www.jhsoft.com/ that works remarkably well, is extremely simple to use, has addons for reporting, remote and scripted administration. It can certainly handle above 25 requests per second but not sure exactly how scaleable it is. It is not free however.
